Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). For the GS-12 level:
Applicants must possess one year of specialized experience equivalent to at least the next lower grade level or its non-Federal equivalent that demonstrates:
Experience in the development, overseeing and recommending of directives, standards, guides, procedures of the statewide rural housing program operations; experience implementing or conducting state internal control reviews to ensure the integrity of financial and accounting information or soundness of accountability practices; experience in conducting training to staff or customers on Rural Development's (RD) housing programs; assists in the implementation of the agency outreach and marketing program; ensures the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have the tools, training and feedback they need to accomplish their jobs. There is no substitution of education for experience at this grade level. NOTE:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
